Could the Lady of the Green Kirtle be a reincarnation of Jadis like some commentators say?

- C S Lewis doesn't say. However, according to the article below, it's suggested in Prince Caspian that the White Witch could be resurrected - she was killed in TLTWW. Without having refreshed my memory by reading the books again, I'm sure there's some mention of witches in the North somewhere.
